Qatar Chamber and UNESCO Form Bilateral Framework to Train Private Sector in AI Governance and Ethical Deployment
DOHA — The Qatar Chamber has entered into high level discussions with the United Nations Educational, Scientific and Cultural Organization (UNESCO) to establish a collaborative operational framework aimed at advancing responsible innovation, emerging technologies, and artificial intelligence governance standards across Qatar’s private commercial sector.
Conducted on the sidelines of the 4th UNESCO Global Forum on the Ethics of Artificial Intelligence held in Riyadh, Saudi Arabia, the bilateral sessions focused on establishing practical operational blueprints that enable private enterprises, with particular emphasis on small and medium enterprises (SMEs) and high growth technology startups, to deploy artificial intelligence capabilities safely without compromising fundamental ethical, transparency, and data privacy principles.
The consultations yielded an agreed upon preliminary framework for an upcoming Memorandum of Understanding (MoU) between Qatar Chamber and UNESCO. The impending agreement centers on delivering structured institutional training programs, executive capacity building, and technical workshops focused on artificial intelligence ethics, algorithmic accountability, and regulatory compliance. Bilateral technical committees are scheduled to finalize implementation mechanisms, curriculum roadmaps, and sectoral milestones ahead of a formal signing ceremony.
Dr. Mohammed bin Ahmed Al Obaidli, Board Member of the Qatar Chamber and Chairman of the Food Security and Environment Committee alongside the Innovation and Technology Committee, affirmed that the Chamber is aggressively prioritizing initiatives that integrate private commerce with national research, advanced technology ecosystems, and international regulatory bodies. Al Obaidli emphasized that bridging private firms with public institutions, universities, regional incubators, and multilateral agencies like UNESCO is vital to fostering a sustainable, knowledge based national digital economy.
The dialogue reflects Qatar’s broader institutional commitment to the Qatar National Artificial Intelligence Strategy and Third National Development Strategy (NDS3). By providing local enterprises with internationally harmonized governance tools, the planned collaboration seeks to ensure that Qatari businesses remain competitive globally while mitigating systemic algorithmic risks as commercial artificial intelligence adoption accelerates across the Gulf Cooperation Council.
