World Bank Ranks Saudi Arabia Among Global Top 10 for Private AI Investment in Landmark 2026 Report
RIYADH — The World Bank Group has recognized Saudi Arabia’s rising status in the global artificial intelligence economy, placing the Kingdom among the world’s top 10 countries for private AI investment. Featured in the flagship World Development Report 2026, titled "The Promise of Artificial Intelligence," the publication serves as the World Bank's first comprehensive assessment evaluating AI's developmental impact across emerging economies.
The report evaluates national progress across three core dimensions: Capabilities, Concentration, and Complements. Under the Concentration framework—which tracks global compute, data centers, and advanced hardware investments—the World Bank commended Saudi Arabia’s strategic combination of tax incentives and Special Economic Zones to scale compute capacity. Demonstrating rapid physical expansion, the Kingdom's data center capacity surged from 68 MW in 2021 to 440 MW in 2025, reaching 467 MW in Q1 2026. This digital foundation is reinforced by 99% 4G and 5G population coverage and average internet download speeds of 216 Mbps.
In the Capabilities domain, the report highlighted the Kingdom’s high attraction of specialized human capital. In 2025, Saudi Arabia achieved one of the world's highest net inflows of AI professionals per 10,000 LinkedIn members alongside Luxembourg, Australia, and Switzerland, while recording a 3.08 net inflow score for premier AI authors and researchers. Domestic human capital also accelerated, with the broader tech workforce expanding to 426,000—a 186.6% increase compared to 2018—while women's participation across ICT professions rose to 35%.
Addressing the Complements dimension, the report spotlighted the public data integration architecture managed by the Saudi Data and Artificial Intelligence Authority (SDAIA). Interconnecting over 60 government entities while maintaining localized data sovereignty, the platform was praised as an international model for secure, federated data exchange.
The international recognition aligns with Saudi Arabia designating 2026 as the "Year of AI," reflecting the government's sustained commitment under Saudi Vision 2030 to build a data-driven, innovation-led economy.
