Abu Dhabi Launches TAMM Global to License Award-Winning AI-Native Digital Government Platform Worldwide

UAE

ABU DHABI — The government of Abu Dhabi has formally launched TAMM Global, an independent private technology enterprise established to license, commercialize, and export the artificial intelligence native architecture and operational frameworks behind the emirate’s public services ecosystem to sovereign governments worldwide.

The establishment of the commercial vehicle marks the first time that the platform, which currently serves 4.7 million registered users and unifies more than 1,200 public and private sector services, will be made accessible for cross border licensing, turnkey localization, and sovereign deployment. The strategic initiative directly advances Abu Dhabi’s roadmap to establish the world’s first completely AI native government while exporting homegrown intellectual property to meet global demand for resilient public sector digitalization.

Since its foundational inception in 2005, TAMM has evolved into the central digital gateway across the emirate. Official metrics confirm that the unified platform eliminates approximately nine in person visits to municipal service centers per user annually, returning an estimated twelve productive hours to every citizen, resident, and business enterprise each year. Operating costs for delivering public services have declined by thirty percent, with user satisfaction climbing to 94.5 percent, up from 78 percent in 2022 prior to the systematic integration of predictive machine learning.

A central technical pillar of the offering is TAMM AutoGov, pioneered in 2025 as the world’s first artificial intelligence civil servant, capable of autonomously renewing commercial trade licenses, executing municipal fee settlements, and scheduling medical diagnostic appointments without prompting from individual users.

Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement in Abu Dhabi, stated that TAMM was conceived with the foundational objective of enhancing lives, noting that TAMM Global translates systems proven across millions of daily interactions into an exportable model for international administrations seeking accelerated digital delivery and elevated public trust.

Under its commercial mandate, TAMM Global will license modular service libraries, customer journey blueprints, and implementation architectures that international administrations can configure according to domestic statutory frameworks, regional languages, and local institutional boundaries. The operational model provides full sovereign deployment options, guaranteeing that adopting nations maintain total data sovereignty, zero trust infrastructure containment, and uncompromised regulatory compliance.

The platform enters international markets backed by high level global endorsements, having been designated the world’s leading electronic government initiative at the United Nations backed World Summit on the Information Society (WSIS) Prizes in 2025, followed by winning the government category across Europe, the Middle East, and Asia at the Gartner Eye on Innovation Awards 2026.
