Egypt Launches Sovereign Biometric Verification and Digital Identity System for Remote Telecom and Public Services

CAIRO — The Ministry of Communications and Information Technology (MCIT) of Egypt, in close coordination with the Ministry of Interior, has officially launched the national Electronic Biometric Verification System (Digital Identity), establishing a unified regulatory framework, core infrastructure, and integration platform for secure remote identity authentication.

Under this strategic umbrella, the National Telecommunications Regulatory Authority (NTRA), in collaboration with the Information Technology Industry Development Agency (ITIDA), digital solutions developer CyShield, and licensed electronic signature providers, has deployed a secure technical verification framework across licensed telecommunications operators.

The new ecosystem enables licensed mobile and fixed telecom service providers to offer end-to-end digital onboarding, contract renewals, and service transactions requiring verified identity and electronic signatures directly via smartphones—eliminating the need for physical branch visits.

Core Pillars of the National Deployment:

  • Digital Sovereignty & Local Engineering: The biometric matching and electronic verification architecture was designed and developed domestically by Egyptian engineering talent, ensuring full national ownership over critical digital infrastructure components.

  • Privacy by Design: Strict security parameters and data governance protocols ensure user biometric data is protected and balanced against seamless digital service delivery, preventing unauthorized SIM registration and identity theft.

  • Multi-Sector Foundation: Serving as the foundational core for Egypt's broader digital identity framework, the integration hub is designed for future phased expansion across banking, healthcare, and broader e-government transactions.

The rollout begins with an initial operational phase, with telecom operators activating biometric authentication and e-signature modules sequentially across their respective mobile applications based on technical readiness.
