Zain KSA Signs DataVolt MoU to Build Next-Gen AI Data Centres and Deploys Sovereign Cloud for National Water Company
RIYADH — Saudi telecommunications and digital services provider Zain KSA has announced a dual digital infrastructure expansion, inking a strategic data centre development agreement with DataVolt alongside the commercial deployment of a sovereign, AI-driven cloud communications platform for Saudi utility National Water Company (NWC).
The data centre collaboration, signed as a non-binding Memorandum of Understanding (MoU) during LEAP 2026 in Riyadh, establishes a roadmap to co-develop flexible, high-density computing facilities across Saudi Arabia.
Under the agreement, the planned facilities will scale capacity to meet Zain KSA’s long-term operational needs while catering to third-party government bodies, cloud hyperscalers, digital platforms, and large enterprises requiring heavy compute workloads to train and deploy advanced Artificial Intelligence (AI) applications. The infrastructure blueprints prioritize environmental sustainability and operational resilience, integrating advanced liquid cooling technologies, high-efficiency power architectures, and ultra-high-capacity fiber connectivity.
The agreement follows DataVolt’s recent commercial momentum in the Kingdom, which includes an expanded partnership with PIF-owned AI firm HUMAIN to deliver 100 MW of a planned 360 MW AI-ready facility at Oxagon in NEOM.
In parallel, Zain KSA has completed the deployment of a cloud-native customer engagement and communications platform for the National Water Company (NWC). Hosted domestically on Zain KSA's Class C-certified local cloud infrastructure, the system enhances communications privacy, operational reliability, and dispatch speeds across the utility’s public services—including its emergency water tanker delivery network.
The platform integrates secure voice features such as call masking, encrypted real-time audio logging, smart call routing, and automated AI response bots designed to streamline customer inquiries while populating centralized operational analytics dashboards.

Eng. Majid Abdulmohsen Al-Juraib, Vice President of IT and Digital at NWC, noted that the deployment enables faster, more secure interactions between citizens and water tanker distribution services, directly advancing service delivery benchmarks under Saudi Vision 2030.
