CITRA and Huawei Target Kuwait’s AI and 5G-Advanced Growth

Kuwait’s Communications and Information Technology Regulatory Authority (CITRA) has signed a memorandum of understanding with Huawei Kuwait to expand cooperation in artificial intelligence, cloud computing and 5G-Advanced technologies in support of Kuwait Vision 2035.

The agreement establishes a framework for knowledge exchange, technology innovation, national capability development and the training of specialised Kuwaiti talent. It will also support the exploration of Internet of Things applications and initiatives designed to strengthen Kuwait’s digital content industry.

Dr. Khaled Al-Zamel, Chairman of CITRA, described the agreement as an important step in strengthening cooperation between the regulator and Huawei in priority areas of mutual interest.

He said the partnership was expected to produce value-added initiatives and projects that would advance Kuwait’s information and communications technology sector.

Al-Zamel added that the agreement reflects CITRA’s commitment to building strategic partnerships that encourage innovation, facilitate knowledge exchange and help Kuwait respond to rapid developments across the ICT industry.

Alex Dai, Vice President of Huawei Gulf Region, said the MoU would strengthen cooperation with CITRA in emerging technologies, including AI, cloud computing and the Internet of Things.

He added that the partnership would contribute to developing Kuwait’s digital capabilities, nurturing local talent and strengthening the country’s digital content ecosystem.

Alongside the signing, CITRA launched a strategic whitepaper titled “Kuwait in the Era of 5G-Advanced and Artificial Intelligence.”

The document provides a roadmap for developing 5G-Advanced technologies, strengthening indoor connectivity, increasing network intelligence and accelerating digital transformation across multiple economic sectors.

It also provides the strategic foundation for future initiatives under the CITRA-Huawei agreement, including joint projects, knowledge-transfer programmes and national capability-building activities.

The regulator said the roadmap is aligned with Kuwait Vision 2035 and is intended to support a more competitive and sustainable digital economy.

CITRA also reaffirmed its commitment to maintaining a flexible, innovation-led regulatory environment that encourages investment, follows international best practices and supports the delivery of high-quality ICT services.

The agreement places AI, intelligent connectivity and workforce development at the centre of Kuwait’s next phase of digital transformation.
