Kuwait Establishes Kuwait Digital Network Company with KWD 33.2 Million Capital to Modernize National Fiber Infrastructure

KUWAIT CITY — Kuwait’s Minister of State for Economic Affairs and Investment and Acting Minister of Commerce and Industry Abdulaziz Al Marzouq has issued a formal ministerial resolution establishing the Kuwait Digital Network Company as a public joint stock shareholding company with an authorized and issued capital of KWD 33.191 million (approximately $108 million).

The incorporation, finalized under Ministerial Decision No. 185 of 2026 published in the official gazette Kuwait Al Youm, marks a decisive operational breakthrough for Kuwait’s national telecommunications infrastructure modernization and public private partnership agenda. The resolution establishes the company’s initial paid up capital at approximately KWD 8.298 million, establishing an equity ownership architecture structured to align state oversight, foreign telecom operational expertise, and broad public participation.

Under the statutory ownership breakdown, 50 percent of the equity is allocated to the Kuwait Authority for Partnership Projects (KAPP) on behalf of Kuwaiti citizens, slated for an eventual public offering following operational ramp up. A 40 percent operational stake is held by Batelco Kuwait Fiber Holding, the consortium vehicle representing Bahrain Telecommunications Company (Batelco), serving as the technical operator leading network overhaul and maintenance. The remaining 10 percent is held by KAPP on behalf of Kuwaiti public sector institutions.

The formation of the Kuwait Digital Network Company represents the corporate vehicle tasked with modernizing, expanding, and managing Kuwait’s nationwide fixed communications network and fiber to the home (FTTH) infrastructure. By partnering with Batelco through an open, structured public private partnership model, the government seeks to replace aging legacy copper networks, expand gigabit connectivity to suburban and industrial developments, and establish an open access wholesale telecommunications backbone capable of accelerating digital transformation targets under Kuwait Vision 2035.
